Right to Carry: Officials MUST issue, if you pass a background check and pay a fee.

Right Restricted: Officials can REFUSE to issue for any arbitrary reason.

Right Denied: Officials DO NOT issue, unless you are a politician, big campaign donator, are a friend of -or have some dirt on- the right officials.

Remember; even if you have a CCW, you still can't travel to other states, except those listed below, without violating the law! See: National Concealed Carry Vermont's officials treat the Second Amendment as a RIGHT, and no permission-slips from big brother are required.

The following are, (as of 2000), states that will honor a CCW issued by another state:

Alaska	Arkansas	Arizona	Connecticut	Florida
Georgia	Idaho	Indiana	Kentucky	Louisiana
Maine	Mississippi	New Hampshire	North Dakota	Oklahoma
Oregon	Pennsylvania	South Carolina	Tennessee	Texas
Utah	Vermont *	West Virginia	Wyoming

* Vermont is a unique case; it allows anyone (citizen or not), over 18, to carry without asking anyone for permission. I doubt, however, if any of the above states would honor the right of a Vermonter to carry in their state. By the way Vermont has some of the lowest gun-crime and injury rates of the entire 50 states.
